Chapter 3: Power in AI and Public Policy
This chapter examines the relationship between artificial intelligence and power in the context of public policy. It develops a systematic framework for understanding different conceptions and dimensions of power and applies these perspectives to contemporary debates surrounding artificial intelligence in the public sector. The chapter considers the power implications of using AI in public policy, initiatives to regulate AI, and debates concerning AI-driven transformations of society and alternative social orders. It argues that understanding AI requires attention not only to technological capabilities but also to the political, institutional, and social power relations through which AI is developed, governed, and deployed.
